[Bug] Facility select not disabled for deleted user
Description
When a user is deleted, they can still be looked up on the User management page of the support admin dashboard. All fields and buttons besides the "Undelete button" should be greyed out. It looks like this is not happening anymore for the facility checkbox group.
Steps to reproduce
- Support admin page and click User management
- Look up a deleted user by their email
- Navigate to Organization access tab
- See that Facilities access section is not disabled
Expected behavior
All ways of interacting with the user on the support admin user management page for a deleted user should be disabled except the Undelete button.
