Support Admin functions unavailable for Users in deleted Orgs

Originally discovered in testing #7617

Current behavior: When an Organization is deleted (can only be done via API, no Support Admin or UI option to do this) if you attempt to manage this user through the support admin UI an error occurs when attempting to find the User indicating they are not "configured correctly". Currently you must undelete the organization before you are able to manage the user again.

Desired behavior: Via the Support Admin page you should be able to move a user from a deleted organization to a different organization (should undelete them in the process?).

Priority: LOW. Deleting Orgs is a rare operation that only the eng team can do at the moment and the fix of undeleting the org is easy enough that his is a very low priority bug.
