Clean up non-superadmin Okta groups

Background

We would like to migrate user roles, org membership, and facility membership to be stored within the SimpleReport app, as opposed to managing it in Okta. This will increase stability of the app and improve code readability and extensibility, among other benefits. The goal of this ticket is to clean up the unused Okta groups in our prod and nonprod environments.

Change requested

Remove unused Okta groups in prod and nonprod.

Acceptance criteria

• all unused groups are removed from Okta in prod and nonprod
• superadmin functionality is not impacted

Should we live pair on this when making changes to the production Okta groups?
