Resolved most of the snyk issues for prime router: https://github.com/CDCgov/prime-reportstream/pull/17794 Batched a PR with a number of smaller updates: https://github.com/CDCgov/prime-reportstream/pull/17841

Noted some issues that warrant further investigation: Logged a ticket to update Ktor #17833 See comment on the swagger core update pr for some issues there. Originally thought it could be done with the other low hanging updates. https://github.com/CDCgov/prime-reportstream/pull/17106#issuecomment-2807257846 Noted another error caused by an update: https://github.com/CDCgov/prime-reportstream/pull/17816
