RadxMars Integration: Allow use of "Test" Validation Profile

User Story

As a the owner of the RadxMars project at NIH (Andrew W), I want the UP to validate messages of new senders onboarding to Staging using the "Test" validation profile, so that I can ensure there messages adhere to the spec as close as possible.

Description/Use Case

There are TWO RadxMars OTC validation profiles on the NIST website:

• Prod -> Less restrictive - use in production. MARS_OTC_ELR TOPIC
• Test -> More restrictive - use when onboarding in staging. MARS_OTC_ELR_TEST TOPIC

MARS_OTC_ELR currently exists but MARS_OTC_ELR_TEST does NOT. This ticket is to create MARS_OTC_ELR_TEST and have it run the "test" validation profile for all messages.

• [x] MARS_OTC_ELR_ONBOARDING topic created set up like MARS_OTC_ELR but uses "test" profile instead of "prod" profile
• [x] Sample sender and receiver set up to use new topic in staging
