FQHC further research: Developing a list of FQHCs for priority future engagement
User Story
As a researcher on ReportStream, I want to create a list of FQHCs and FQHC networks that meet Product-defined prerequisites, so that ReportStream can identify which FQHC organizations we could prioritize onboarding first.
Background
The prior initiative was an effort to uncover FQHC (federally qualified health center) reporting requirements for ELR data. Specifically, we conducted research to find understand the conditions that FQHCs test for, how FQHCs report and to whom (which orgs), their technical capabilities, and FQHC-laboratory relationships (summarized in this Research Report). In this subsequent initiative, we'd like to take a look at which FQHCs may be good candidates to onboard first. Based on our understanding of the landscape, the prerequisite characteristics would be:
- Having ELR capabilities (no CSV FQHC Senders)
- FQHCs that report to 2+ ELC-funded STLTs
- Utilizing their own internal laboratory services to process and send out lab test results
Relatedly, if an FQHC does not have (1), but has (2) and (3), they may be better candidates for SimpleReport, which is a relationship that we could help facilitate.
Risks/Impacts/Considerations
- Because of the limitations of background/secondary research, an assessment of these FQHC characteristics may not be 100% accurate, and may be more of a 'confidence level' based on what the research shows.
- Relatedly, it's possible that some characteristics are difficult or impossible to know, such as if an FQHC has internal laboratory services
- Just because an HCCN (Health Center Controlled Network) meets the pre-requisites, does not necessarily mean the FQHCs under its umbrella meet those pre-requisites as well
- An enormous list that is difficult to wrangle at the end of the day
Open Questions
- Would an FQHC that meets (1) and (3), but not (2) -- and perhaps shares interest in onboarding to ReportStream -- still be considered as a priority candidate?
- What list of condition(s) must ReportStream be able to send in order for our services to be valuable for FQHCs? When would we estimate that list of send-able conditions to be ready?
- At what point would it be prudent to involve SimpleReport in these conversations?

- Onboarding any FQHC to ReportStream or offering as such
- Outlining any new technical strategies coming out of the recommendations
- Updating any OKRs

Getting started on this ticket so moving to 'In Progress'. I updated a prior FQHC excel doc to be the documentation for the current ticket's FQHC list. Document is here.
