Update getting started instructions for how to use azure storage explorer locally to manage schemas

User Story

As a report stream developer, I would like to be able to directly interact with the contents of the azurite blob storage

Description/Use Case

The work here is to install azure storage explorer and create a doc explaining how to connect it to the azurite instance

Risks/Impacts/Considerations

Dev Notes

The readme has good instructions

Acceptance Criteria

  • [ ] Schemas can be created in on the host machine and accessible via azure storage explorer
