BUG: Add missing emergency contact information

Description

• Emergency contact information is missing from the eCR Viewer and FHIR bundle.

Steps to reproduce

1. Visit 7f02b35a-b172-4845-af55-d173574e5579
2. Look at Patient Info -> Emergency Contact

Expected Result

• Should see Samuel Hoyt

Actual result

• No emergency contact appears

• Will require FHIR conversion. Currently only contacts within a patient are converted. We will need to convert <participant typeCode="IND"> <associatedEntity classCode="ECON"> into emergency contacts.
