Load test eCR Viewer

Create a load testing framework to test the pipeline end-to-end in a running cloud (AWS) environment.

We'll need to run load tests on two separate processes: 1.) The /process endpoint of orchestration 2.) The eCR Viewer itself

We should be able to re-use the LAC data set for this work. A load of 5 /process requests per second should be sufficient for now.
