Test Touchpoints Integration within a cloud environment

We'd like to use Touchpoints to survey users of the eCR Viewer, but because it will be hosted on jurisdictional cloud environments we need to make sure that: a) Touchpoints will allow responses from non-.gov addresses b) We can hit Touchpoints from within the jurisdictional cloud networking setup
