[Feature request] Periodic Reminder E-Mails to Editors for 'Reviewed' and 'Submitted' articles

Is your feature request related to a problem? Please describe. In our journal, we noticed many papers getting stuck in a later phase of the reviewing process because the respective handling editor seems to have forgotten to react:

  • Reviewed (State 3): The main reviewing work has been done by the referees and the handling editor needs make a decision (accept, reject, major/minor revision) based on the reviews.
  • Submitted (State 0): If authors react to the reviews by uploading a revised version (minor or major revision), then the new version is in state Submitted. Here, the handling editor needs to notify the reviewers that there is a new major revision or then handling editor might even directly accept a minor revision.

Currently, the handling editor receives an e-mail whenever a paper enters one of the above two states. But if the editor does not act immediately, then the paper is very easily forgotten because there is no automatic reminder by the system.

Describe the solution you'd like If a paper is in state Reviewed or Submitted for more than 30 days, the handling editor should receive a weekly reminder e-mail. (With the e-mail-body configurable via the usual e-mail template system of episciences)

For the 'Submitted' state: this also concerns submissions which are newly submitted (not only revised versions).

In addition, I propose that the time after which the automatic reminder should be sent (30d above) should be configurable, and it could be a different time for each of the states.
