[Feature request] Email notification that a review invitation expired.

I request an email notification to editors (maybe also EiCs/Editorial secretaries - preferably configurable) once a review invitation expired.

I know there is possibility of reminders before expiry, which is useful, we would like a notification just after it is expired so we know we need to take further action to replace or reinvite the reviewer.

The default template (in English) could be something like the following:

Dear EDITOR,

The review invitation for REVIEWER_NAME, issued on INVITATION_DATE, has expired for the paper PAPER_NAME submitted to JOURNAL_NAME.

Please log into the system to invite a new reviewer: PAPER_URL
