Push/send notification (from Episciences) to SWH upon publication

Send notification or push Notification for updated metadata via COAR Notify to SWH or scholarly repository such as HAL, when a source code is related to a an article, which has just been published.

Closing because implementing the COAR Notify protocol is not on the roadmap of SWH

Hi @rtournoy, maybe instead of looking at the COAR notify, a metadata-only deposit using the regular SWORD Protocol can be the resolution of this task :)
