More flexible minimum rating count

The minimum rating count should under Settings->Editor settings should only apply for the first reviewing round. Or it could be configurable for how many rounds this is enforced by the system.

Note that https://github.com/CCSDForge/episciences/issues/121 is a different issue; even if the minimum rating count is zero, there should still be an automatic reminder to the editor to invite some reviewers if none are invited after a certain time.

Same request for CM : Let me try to explain the situation in more detail. Suppose an author submits an article and the assigned editor sends this article to be reviewed. At Communications in Mathematics, we set the minimum number of reviewers as 2, that is, two reviewers will give their opinions on this article. Now, suppose both assigned reviewers suggest the article's acceptance, but Reviewer-1 said the article could be published as it was submitted and Reviewer-2 asked the author to make changes before giving a full acceptance. In this case, once the author made the changes suggested by Reviewer-2, we have to send the article back to Reviewer-2. At this point, the system throws an error because the minimal number of reviews is 2.

So our question is: is there a way to save Reviewer-1's response for the revision of the second version of the author's article? Or, alternatively: is there a way to set the minimal number of reviews for the initial review (say, 2) different from the minimal number of reviews for the subsequent reviews (say, 1)?

If adding configurations, we would want it to support '2 for the first two rounds, then zero required for rounds three onwards' (due to our two phase approach).
