LMCS: feature request - regular overview of assignments

Demande de Stefan Milius (RT #123701): Dear colleagues, we'd like to propose a new feature for Episciences, which should help editors to do their tasks in a timely fashion. We propose that the systems regularly sends every editor an email summary of all submissions currently handled by her/him:
this email should provide a list of all submissions, which are assigned to the editor and not yet accepted / rejected there could also be a sentence for every submission what the next step of the editor should be such regular emails are sent monthly, bi-weekly or weekly (to be configured by admins and EiCs) if an editor currently is only assigned to published/rejected submissions, then she does not receive an email

Via l'utilisation de l'API Episciences (comme pour les stats) / Ok, using Episciences API (like for Statistics)
This is something of interest for other journals, we're raising the priority of this feature
