[JTCAM] Customization of the submission procedure

At JTCAM, we would like to have a bit of flexibility in the submission procedure of a paper. More precisely, we would like to add check boxes (with some text) to be ticked by authors before the submission is finalized. The idea is to make sure that the authors are aware of some of the rules of the journal. This could take a format similar to the evaluation grid.
