[Qemistree]: Deprecate iTOL Dashboard

Is your feature request related to a problem? Please describe. Qemistree dashboard was created to link GNPS to the iTOL interface. With this PR, we are deprecating iTOL in favor of Empress. So the dashboard is no longer needed, hence needs to be deprecated.

Describe the solution you'd like Once this PR is merged and tested - remove View Qemistree Dashboard link from Qemistree status page along with all the necessary code at the backend.
