Cannot install GUI on Windows.

Expected behavior

similiar to #639 on Mac

As part of a seminar, a student wants to use Cate (GUI only) on a Windows laptop. The Installation of Cate 2.0.0.dev10 should be successful.

Actual behavior

cate_fehler

Steps to reproduce the problem

Download and run 'cate-desktop-setup-2.0.0-dev.10.exe'

Specifications

Windows, Cate.2.0.0.dev10, GUI

Could you please try again with dev11.

The error occurs for dev11 as well.

@VPriemer Was this a first, fresh install of Cate or has e.g. Cate 1.0 already been installed before?

And have you tried other "user defined" installation options, e.g. changing the target installation directory?

@forman It was a first, fresh install of Cate.

Yes, she has tried the "automatic installation" option and the "user defined" one as well. The error occurs for both.
