Inconsistent state

@CCI-MOC/bmi-breakers initial sneak peek into the inconsistent state changes #57 . Provision is done and also wrote some test cases, review them and suggest some more cases (Plan to write 2 more).

Deprovision in theory is done need to do it in a full proof manner and write test cases.

Finished Testcases can be reviewed by @CCI-MOC/bmi-breakers. Only don't merge yet as I am facing a weird issue which is not happening always.

@mihirborkar @apoorvemohan I think we should take this PR and try to get it merged since it handles a lot of failures!
