Race condition between turning on ports and then doing switch operations.

In some of the switches, (the s3048 and brocade). The switchport is needed to be turned on before performing other switch operations (like setting the native vlan). If there's a failure right after turning on a port, then that switchport will be sitting on some defaullt VLAN.
