[BUG] scaffold not using full reach

Describe the bug
Scaffold doesn't check for 4.5 block reach from the player, it's more like 3 blocks so telly set to straight for more than 2 ticks will result in a guaranteed fall

I think the matter is in investigation offsets in the file ScaffoldNormalTechnique.kt. After all, when I left only INVESTIGATE_DOWN_OFFSETS, where investigation offset is extended to 2 blocks, then telly calmly put blocks even at 5 ticks straight
