Move app to external screen, contents are offset from pane

To Reproduce

  1. Open Captk in primary (internal) screen, 3840 x 2160
  2. Re-size CapTk window smaller so it will fit on the external scren (I don't think this step is necessary).
  3. Drag CapTk window to external 1080P screen.

Result

Interior of Captk pane is offset down from window frame.

Note that display is offset from actual GUI --- note that File is selected, but cursor (not captured by Snip) is up near the title "CaPTk". Putting the cursor near File would select Images in the tabs.

Environment

CaPTk v.1.7.3

Internal screen: 3840 x 2160, text & apps at 300% External: 1920 x 1080, 100%
