I don't understand all the compiling part

Maybe i'm a bit dumb, but i need some expenation, even because when i run devkitpro and go to the directory and then write the command "Makefile:9: /opt/devkitpro/devkitARM/ds_rules: No such file or directory make: *** No rule to make target '/opt/devkitpro/devkitARM/ds_rules'. Stop." maybe it is very dumb but pls help me, idk really what to do.

try reinstalling the devkitpro nds-dev group stuff
