Add vectors for draft-irtf-cfrg-det-sigs-with-noise

draft-irtf-cfrg-det-sigs-with-noise specifies hedged ECDSA, but more relevantly for us, it specifies a rigid mapping from (key, message, random bytes) to signature, which lets us make test vectors for ECDSA signing, not just verification.

I could do that. At the moment I think the proposal could benefit from additional tweaks to overcome some additional shortcomings of RFC 6979.
