Add: UI element to note scroll wheel option

Not every permissions to be used with Interdiction Matrix is available to configure.

The Identification Card only has 4 permissions, and there are few modules that are not covered with Identification Card. For example, Warn module and Confiscate module does not have any way to configure permissions and will act on every characters.

We need more permissions or 'Any' permission that would set any other permissions that are not covered by other permissions.

Oh, I didn't know it. Maybe some UI elements to show that it's scrollable would be appreciated. (like a scroll bar)

Will add that to the TODO list for improvement as a scroll bar will be needed for a mouse that does not have scroll wheels.
