Mobile navigation panel displays incorrectly when navigation exceeds the length of the device screen

Describe the bug When viewing on mobile, if the navigaton menu has many links and sub-links, the text gets cut off. There is no ability to have a scrolling nav menu (in the way that a standard side-panel scrolls).

To Reproduce Steps to reproduce the behavior:

1. Go to the navigation component on a screen
2. Add many sub-links
3. Publish, and view on mobile (or your browser's mobile-emulator)
4. When the length of the menu exceeds that of the device screen, link text gets cropped.

Expected behavior Navigation menu should scroll, or compress the padding/whitespace
