Feature: Display shortest buff/debuff as active icon instead of most-recently-cast

Currently for spell configs that indicate multiple buffs/debuffs on one bar, we icon displayed is whatever was casted most recently.

This doesn't really make sense since we'll be showing the shortest buff/debuff duration-wise. Instead, we should show the shortest buff/debuff as the icon.
