EventHorizon_Continued Recharge spells do not work correctly

This is a problem I encountered when I wrote configs for Warrior ( https://github.com/Brusalk/EventHorizon_Continued/pull/99 ).

The recharge spells do not work correctly with cooldown resets. For example, Raging Blow spell for Fury do not recharge properly - when cooldown reset happens, EventHorizon does not show that I have a free charge available - it shows that both my charges have the same expiration time.

Recharge spells appear to now be entirely non-functional. They display the icon, but no cooldown bars.

Edit: actually it looks like only certain spells don't work, so this could be a config issue or an issue on blizzard's end. I'll investigate a bit more.

@narrill which class/spec please? Not all of them have been updated and not many people provide ones they've written for us to include.

Prot paladin. Lines 126 and 133 should refer to talent 3, not talent 2, as Blessed Hammer is talent 3.
