Similar problem ... Windows 11, Waterfox 6.6.3. While the "Always ask you whereto save files ..." option remains ticked, Waterfox refuses to ask me where to save files, downloading to my nominated path.

Just compared behaviours between Firefox 143.0.3 vs Waterfox 6.6.3 using the same webpage to download something.

Firefox behaves as expected, opens the same folder location from previous downloads, prompts to save, then saves as expected.

Waterfox asks whether to open the file (different dialog box), does not ask where to save, saves it to the user default folder and does not open the file ...

Guess I'll return to using Firefox for now, the downloading behaviour is really annoying.
