Chats permission issue

The config has permissions disabled, but players are unable to use the chat, and if i enable it and give them the perms, still nothing happens, just says no permission. If you need some more details lmk and ill reply with more

To resolve the problem I need more information about your permission plugin & Chatty's config.yml.
