Rename "Use candidate order in the config file" tiebreak mode?

Does the "Use candidate order in the config file" tiebreak mode follow the order of candidates on the candidates tab? If so, I think we should rename the mode to: "Use candidate order on the candidates tab" to make it more obvious to users how that order is set/that they have control over the candidate order.
