Is opening `\p` necessary?

Supposing I have:

\id COL - my-translation
\c 1
\v 1 Paul, an apostle of Christ Jesus by the will of God, and Timothy---the brother,
\v 2 to the saints in Colossae---the faithful brothers in Christ---grace to you and peace from God our father.
\p
\v 3 We always give prayerful thanks about you to God, the father of our lord Jesus Christ,

I get errors parsing this (with ignore_errors, I lose vv 1-2). If I add a \p after \c 1, it works as expected. Is this according to spec?

According to the USFM documentation here's the possible things that can show up after \c (which does not include \v): Image

This confused me a little because there's a list under this image that includes:

An optional collection of one or more embedded elements.

Under that list is [Verse] — v

Agreed, that is not clear. I have raised this with the USFM committee.
