Add FreeBSD port

There is currently only a package for Debian, it would be very cool if you could also create a FreeBSD port to ease installation on FreeBSD

(In the meantime, you could give instructions so that people know how to build pldotnet and copy the files to the right postgresql directories manually - which would be helpful no matter what OS people use)
