Fallout 76 silently fails to launch

Running via command like C:\Users\Ethan\AppData\Roaming\Briano\UWPHook\UWPHook.exe BethesdaSoftworks.Fallout76-PC_3275kfvn8vcwc!Fallout76 Project76_GamePass.exe works fine, but attempting to do the same from Steam causes the Play button to turn to Stop for maybe 20 seconds, then go back to Play. UWPHook runs in the background but closes, and indeed runs with the proper command: But the game never starts.
