You should be able to toggle dive bombing for AI planes.

Off: Will drop its bombs while in level flight.

On: If above the set minimum altitude for diving onto its target, it will go into a nosedive and release its payload. Otherwise, it will try to extend and climb to the set minimum diving altitude before doing the latter.
