This can be solved by removing the check preventing `Accept-Encoding` headers for media operations at the apiary level. Will open a PR for this and get feedback

So I think one possibility here is that the ACL propagation is uneven; it can take several minutes for ACLs to be fully propagated, so particularly newly created objects may...
