React option shouldn't be shown if there's no permission

If you don't have permission to react for the first time, the react option should not be visible. Today it's visible but when you try to send it, you'll get an error saying 'Missing permissions.'

I am putting in this issue for my own tracking: In the upcoming version, the react item in the context menu does obey the react permission as described, but the add emoji button in the reactions bar does not yet.
