Allow seeking in region editor

Currently the region editor always starts from the first frame of the video. Even if --start-time is set, the first frame of the video is used instead (since we launch the region editor before seeking to the start time). Ideally, we could include a slider or some other control in the region editor that allows seeking through the video.
