Inaccurate progress bar when using `-st`/`--start-time`

In v1.6 there seems to be a bug with the progress bar length when setting the start time. This doesn't affect processing accuracy or output. However, it does mean the reported time remaining will be wrong, and users might think the whole video wasn't processed.

Seems to not be a problem in older versions.
