Improve Parameter Logging

As per the discussion in #184 there are some opportunities to improve parameter logging. For example right now when you run DVR-Scan, we report the parameters of the background subtractor, but do not log any other values such as the motion threshold. Any parameter that affects the output should be logged so when a user changes config parameters they can see the change immediately.
