[BUG] Star Battle: Additional changes made to earlier transitions are not forward propagated

Steps to Reproduce

We use Normal2 from 7x7. First empty the ones at top right using Rows within Region:

Now we realize that we could have made some other squares empty using same rule, so go back to transition and add those:

So far so good, but once you add a new transition, those additional ones are gone:
