[FEATURE] Creation of a .pre-commit-config.yaml

As we expand, would be nice to include ruff and pyrefly (or ty) and anything else we see deem fit.

Yeah, absolutely agree with ruff. We should add this. What about your opinion on this? @neuronflow I can make a PR with this the upcoming weeks.
