miscFixes - PTV & CUP compats break GM rails

The PTV and CUP compats attempt to add optics and flashlgiht to GM's RIS weapons and in the end removes vanilla/base GM classes.

I believe this needs to be an external mod, will look into making something for either potato or separately.
