Add clan rank updates highlighting

Draft for now as the API doesn't support this yet

The API on /dev/ should currently, for testing purposes, return the name of everyone with the bronze sword rank bumped up to iron sword.

The command to get the rank updates is ::bdGetRankUpdates.
