Allow for refunds independent of backend

Dependency: https://github.com/BoltzExchange/boltz-web-app/issues/521, once we have alternative endpoints available and backend is not online/cooperating web-app should fall back to these endpoint to find a lockup transaction, also should show a nice message to the user about timeout block height and ETA for the script path refund.
