Persistent notifications no longer work after Windows 10 v1709 upgrade/fix

Persistent notifications implemented in #1 don't seem to work anymore. Not entirely sure why... maybe #10 will help.

As a workaround, at least until I figure out if it's possible to programmatically toggle this (it should be; I've seen Java's updater do it), it's possible to go into the Settings app, Notifications & actions section, scroll down to the GrowlToToast.Toaster app, click on it, and enable the Show notifications in action center option. There's also an option to configure the max kept, up to 20.
