Remove Alias Deregisted Notification If Alias Reregsiters

This would require a new event on the server end or an update to the event currently to specify when an alias registers. In the case of Beeper Mini, most of the deregisters are fixed in a second after the app catches up with being out of sync with Apple and it would be helpful for users of any SIM or SIMLessPNR method to know when a deregister actually occurs for an extended period of time. If not, it would still be helpful to have the error notification open to the iMessage Profile page in the BB client to verify if the deregister is real.
