Delete the storage app and the permission fixer

Motivation When 1.10 is released, we can safely delete the storage app and the permission fixer as we are moving forward to S3 and keep Delta running with a storage app from the 1.9.x series

Acceptance criteria

1. The storage app is removed from the sources / the documentation / the github actions
2. The remote storage application remains on the Delta side
3. Integration tests use the 1.9.x image of storage
