Report Plugin: When user adds a Tool, the URL should be validated and visual feedback given

Description

Currently an invalid URL is tolerated in in the report. Ideally, we should validate that the given URL is valid:

• either HTTP or HTTPS
• the URL returns a valid HTTP code

Bonus: congratulate the user when using a github or gitlab URL with a commit hash or tag
