Antimatter Reactor

Please, someone consider continuing the work done on the antimatter reactor in the @FreeGMan / @Georggi / @Pilad forks, maybe @Technus or @Muramasa- would like to combine it with his work on an antimatter source. I tried the reactor in creative mode and it seems to work just fine, it only needs a recipe for antimatter. Personally I would prefer the output to be buffed to 4 amps of UV because then it would be a tier above mk3 nickel fusion.

I will send working .31 version when I get time(I only have it locally). But yeah, it has to be finished to merge.
